RETRACTION: Hydrogen is not manufactured by mixing methane with high temperature oxygen. It is made by mixing methane with super-heated steam. Heat gets the ions all excited. The Portland City Council has created a task force to examine the effect of peak oil on that community, and recommend changes to meet the challenge.
