It is also likely a violation of the Oregon Constitution’s equal taxation clause (Article I, Section 32) which states that all taxation shall be uniform within the territorial limits of the taxing authority. The legislature can tax utility bills statewide, but I don’t think they have the right to tax only PGE customers. Thanks to Onward Oregon for organizing around this.
