One clear victory, one partial

BlueOregon reports that the “open primary” bill (SB 630) got killed in the Senate yesterday, so that’s a clear victory. The Louisiana primary system is a truly horrible idea; of all the things you might want to import from Louisiana, their politics would be right down there at the end of the list, along with their toxic waste.
There’s at least a partial victory in the passage of the renewable energy standard (SB 838), although the extent of the exceptions is not widely reported. The Oregonian story says that only the Big Two (Pacific Power and PGE) are tasked with meeting the 25% renewables by 2025; the electric coops apparently were successful in winning lower targets, but it’s not clear what those are.
Still, the bill is overall a huge step in the right direction, and worth celebrating.
