“Give the robber 10% of what he took from you and I’ll return the rest.”

That appears to be the plan for rewarding the great cash grab engineered on behalf of the Oregon Museum of Science and Industry:  Instead of a clear announcement of a veto, Gov. K appears to be rewarding the robbery by only reducing the hit on PGE customers who pay into the Energy Trust of Oregon to $400k (rather than $4.6M). Saith the Oregonian:

Under the governor’s working plan for OMSI, the state Department of Energy would eat about $1.5 million of the debt and lawmakers would find another $1.5 million from general fund state dollars when they meet in special session in February. Energy Trust, the nonprofit that runs the energy-efficiency program, and OMSI would kick in $400,000 each, with money also from the state’s economic development agency.

Gosh, how’s that for a principled approach? You’re sitting there in your easy chair, reading the paper, when a robber bursts in and grabs all your valuables; you grab the miscreant and call the cops, and Officer Friendly arrives and says “Well, now, he’s not really a bad sort … tell you what, you give him $400k and I’ll take him away and give the rest of what he took back to you.”
